Pillar 1
Evaluation
Final, mid-term, ex-post and real-time evaluations of humanitarian and development projects. Our evaluations draw on the OECD/DAC criteria (relevance, coherence, effectiveness, efficiency, impact, sustainability), contribution analysis (Mayne) and donors' specific requirements: DG ECHO Key Outcome Evaluations, USAID/BHA ADS 201, UNEG norms and standards.

Evaluation matrices, bilingual FR/EN inception and final reports, decision-oriented summaries, participatory feedback sessions with teams and communities.
Our strengths
Independent evaluators experienced with ECHO and World Bank requirements, field access in hard-to-reach areas (Tillabéry, Maradi, Agadez), command of gender- and disability-sensitive approaches (Washington Group).

Research
Baseline and endline studies, sector diagnostics, stakeholder mapping (4R approach), bottleneck analysis (Tanahashi), behavioural studies (WHO's BeSD framework). Structured digital data collection using KoBoToolbox, with real-time quality control and systematic quantitative/qualitative triangulation.
Pillar 3
Advisory
Support structuring MEAL systems, designing and verifying performance-based financing (PBF) schemes, developing theories of change, logframes and monitoring & evaluation plans aligned with donors' contractual requirements.
Signature expertise: PBF
International SINA Health certification (95th PBF course, Lomé) and national experience in performance verification: SR² works across the entire PBF cycle, from checklist design to scheme evaluation.

Training
Tailored in-house sessions and an open-enrolment catalogue covering MEAL, project evaluation and PBF. Each module combines international frameworks with practical cases drawn from real assignments in the Sahel.

Epidemiological Intelligence & Health Resilience
SR² is expanding its offer to epidemiological surveillance and outbreak response. This pillar supports health systems and their partners across the entire health-information chain: early detection, field investigation, use of routine data (DHIS2/HMIS), biostatistics, mapping (QGIS) and predictive analysis. It draws on our training catalogue, with a dedicated family of six modules (M7).

Where many generalist firms adapt the same template to every assignment, SR² chooses its methodological framework based on the question at hand — contribution analysis for attribution questions, Tanahashi for access bottlenecks, BeSD for behavioural determinants.
